Alternative conceptual framework for corporate governance regulation that emphasizes the policy choices and tradeoffs particularly relevant to ensuring that companies focus on creating long-term enterprise and thus social value rather than near-term shareholder returns alone. Because today essentially every country operates a mixed economy, the 20th century polemic over state vs. private ownership is increasingly beside the point and obscures this more fundamental policy consideration.
