1991 legislation to restrict NAFTA trade negotiating authority

US Senate letter seeking additional cosponsorship of legislation I drafted in 1991 to exclude labor rights, environmental protection, rule of origin, adjustment assistance and dispute settlement issues from NAFTA fast track trade (no amendment) negotiating authority sought by the Bush Administration. Ultimately endorsed by a majority of the Democratic Caucus and nearly a third of the Senate but ignored by the Administration.
